A plain-English guide to the South Carolina DMV forms a used car dealer actually uses, and where to get the ones you have to order.
Most South Carolina sale paperwork is straightforward, but a few forms trip up new dealers, especially when a title isn't in hand or you're moving a car between dealers. Here's what each one is and when you reach for it.

Where to order the DRA-001 and Form 4031. Both are available through the South Carolina Automobile Dealers Association (SCADA). Order them online and have them shipped to your dealership.

See the KGI DMS →The DRA-001 (Dealer Reassignment Form) is the SCDMV's standardized form for dealer-to-dealer vehicle title reassignments. As of May 1, 2025, it's the preferred document for moving a vehicle between dealers while keeping the title chain intact. It was released by the SCDMV in partnership with SCADA and the CIADA. You can order it from SCADA or through the CIADA.
The Form 4031 (Secured Bill of Sale) is for when the title isn't available, usually because a lienholder is holding it or it has been lost. It includes odometer disclosure and can serve as a reassignment document when completed correctly. The SCDMV still accepts it for dealer-to-dealer reassignments, though dealers are encouraged to move to the DRA-001 as standard practice. Order Form 4031 from SCADA.
The Form 400 is the SC Title Application, completed on every retail sale. You'll put your dealer license number and sales tax number on it. Download the current version from the SCDMV.
South Carolina requires dealers to keep complete records of every transaction for five years: buyer and seller name and address, the transaction date, the vehicle description (VIN, year, make, model), and the Federal Odometer Disclosure.
