If you are a South Carolina dealer selling to an out of state North Carolina resident, here is the required paperwork for two scenarios.
- Dealer takes paperwork to NC DMV
- NC MVR-1 Title Application
- Bill of Sale
- SC Form 4031 Bill of Sale (form required)
- All previous PTOs (attach them to the title)
- FTC Buyer's Guide
- Generic Odometer Disclosure
- Generic Damage Disclosure
- Any additional DSS, etc
- Charge 3% Highway Use Tax
- $113 Title / Registration Fee
- Take the paperwork to the closest NC DMV to register and title the car.
- This scenario is required when there is a lien on the vehicle (the deal is financed), since the title goes to the lienholder.
- Customer will title the car themselves
- NC MVR-1 Title Application

- SC Form 4031 Bill of Sale (form required)
- All previous PTOs (attach them to the SC 4031)

- Generic Odometer Disclosure
- Generic Damage Disclosure
- Any additional DSS, etc
- Do not charge tax or registration fees. The customer will pay these fees to the DMV directly.
- Give all paperwork to the customer to take with them to the NC DMV.
